Carmel Martin, U.S. Department of Education assistant secretary for planning, evaluation and policy development, will host a Twitter chat on Wednesday, Oct. 5, from 4-5 p.m. EDT to answer questions about the Obama administration's recent announcement that it will offer states flexibility around certain constraints in the No Child Left Behind Act (NCLB) in exchange for commitments to comprehensive reforms that raise standards, support effective teaching, and promote fair, focused and flexible accountability as an interim step, while awaiting a full reauthorization of the Elementary and Secondary Education Act (ESEA) in Congress.
