Carmel Martin, assistant secretary for Planning, Evaluation and Policy Development, will join Sen. Kay Hagan (D-NC) at the Center for American Progress, at 10:30 a.m. on Thursday, May 12, where Hagan will introduce new legislation for turning around low-performing schools. During a panel discussion on education reform Hagan will outline her School Turnaround And Rewards (STAR) Act.
The STAR Act will target the bottom 5 percent of schools in each state to implement an intervention model that will ensure significant changes to the structure and operation of the school. The legislation also rewards schools that make significant progress in closing their achievement gaps by giving them resources to continue designing innovative programs that maximize student success.
